Abstract
Background The Department of Health (DOH), the regulatory authority of the healthcare sector in Abu Dhabi, UAE, launched Abu Dhabi Healthcare Quality Index, in 2014 with multiple quality measures. The aim of the index was to improve quality of care by creating a quality culture through the implementation of a comprehensive, sustainable and unique monitoring framework. A framework that ensures continual improvements and improves accountability and transparency. This was accomplished through strategic planning and implementation and by engaging healthcare providers and patients. The wide scale change in the quality culture resulted on positive impact on the safety, patient experience, and access to healthcare services.
Objectives After this session, participants will be able to:
Develop and implement a quality improvement programme at system level.
Develop a fair and transparent overall quality ranking.
Define strategies to enhance quality culture at system level.
Methods The development and implementation of Abu Dhabi Healthcare Quality monitoring framework – Muashir was based on a five- stage performance system that resulted in high impact of behavioral change management in healthcare quality.
Framework: Framework to assess and guide the development of quality indicators.
Metrics: Metrics for each dimension of the framework.
Monitoring and validations: Methodologies to measure accurate data.
Compliance and accountability: Mechanisms to ensure the compliance of the outcomes with the objectives of the healthcare system.
Results The latest results from 2021 revealed several clinical outcome and patient safety improvements such as shown in figure 1.
Conclusions The achievement of large-scale change in quality requires systematic performance management approach as well as the engagement of leadership and all stakeholders. The experience of Abu Dhabi Healthcare Quality Index and Jawda quality indicators has shown positive impact on different quality dimensions as well on improving the overall quality culture.
